The Ft Lauderdale City Attorney has issued a memo that declares that the HHF Housing project currently under review is in fact a Social Services Residential Facility (SSRF) which is non-permitted use for the location. Low-income tower not allowed in downtown Fort Lauderdale, city says

The City is hosting a public open house at 6 pm, Tuesday, September 10th at City Hall in the City Commission Chambers on the Advance Fort Lauderdale Comprehensive Plan Update. A poster session will follow a short presentation by city staff.
The Comprehensive Plan is the guiding document for the city’s existing and future development, covering a wide range of topics, from encouraging sustainable development, livability, providing affordable housing, addressing climate change and sea level rise adaptation, transportation options, park and open space, to encouraging new opportunities for businesses to thrive.
Throughout the project, the City has encouraged stakeholders to provide input and provide feedback. In addition to attending the public open house, neighbors can review the draft plan elements (or chapters) and join the public discussion.
