The Protect Rio Vista program utilizes your subscription funds to hire off-duty Fort Lauderdale police officers to patrol in the neighborhood.  The officers are in uniform when on duty and have full authority to take official action action should a crime take place while on patrol.  The officers patrol in a marked car leased by the civic association and will be dispatched by FLPD for any 911 call recieved from the neighborhood.  Members also recieve a cell phone number by which they may contact the patrol officers directly while they are on duty.  Members also recieve the opportunity to request a vacation check of their home when they are out of town.

0740    . I called back and updated her on the process for requesting stop signs at intersections (Public Works). I will also call them on Monday with the request.

0800    Checked isles and then business district.  I began patrolling and vacation checks. Everyone is still having breakfast at the campout.

1100    Added a vacation check to the log. Final rounds.

Monday, February 11, 2017             

1000    Returning missed calls:

(1) from Rio resident. Upon returning her call, she had a complaint about a loud motorcyclist neighbor, but did not want to report anything further. She asked that we keep an extra eye out for speeders on N Rio.

(2) , in reference to about 20 bicyclists obstructing traffic on US 1and 7 Street. He did not wish to report further, he was just trying to give us a heads up at the time.

I also called Public Works about SE 6 Court and SE 9 Avenue for resident

1020    I made stops throughout the N Rio stretch to keep an eye out for speeders. I slowed one      motorcyclist down within 10 minutes.

1100    All vacation property checks completed. Continue patrolling business district, isles, and       mainland in circles.

1140    10-7

1515    10-8, detail called in to Carol. One message on detail phone regarding vehicle traffic along a dirt path on the north side of the cemetery, apparently someone vandalized a road closure barrier. Reviewed the log and began patrol.

1520    I checked the path noted above and did not see a damaged road barrier. I called the reporter who met me and to her surprise, Public Works had already repaired the barrier.

1638    Message regarding out of town check came into detail phone. I added it to the log.

1805    Unlicensed fishermen from Ohio chased from SE 10 St Bridge. They were told how to get a Florida fishing license.

1814    Dispatched to a report of a loud, speeding motorcycle on NRV, east of the tunnel. Upon arrival no motorcycle was seen or heard. I called the reporter and she advised someone in the area must have recently purchased a motorcycle as the situation has been occurring the past few weeks. This is likely the same motorcycle as noted above in Officer Pence’s entry at 1000 hours. 17-23791

Monday, January 30, 2017_

0945    I began roving patrols

1020    While checking the isles, I noticed the garage door was stuck open at home with no cars in the driveway. I knocked on the door and the cleaning lady advised all was 10-4. She shut the garage.

1030    I added new vacation check to log.

1100    Completed property checks and stopped to speak with concerned citizens.

1305    Final rounds, roving patrols throughout Rio.

1710    Checked on parked vehicle complaint from N. Rio.  Car legally parked in the swale and registered to the apartments.  I advised her of the same. 

1800    Patrols with overheads on

1910    Traffic stop for red light on SE 9 St.  It was a delivery driver with a warning given. 

2140    Bolo for traffic complaint - Hyundai with no lights driving recklessly GOA

2145    Located the car on SE 11 Ct.  Turned out to be a Publix driver and she claimed she was being chased by a Rio resident who questioned why she was in Rio Vista.  She claimed she turned off the lights and attempted to pull into a house to hide.  She was a legitimate delivery person and had also called 911.  It was reported to be a Rio resident in black Ranger Rover no tag information.

Tuesday, January 31, 2017            

0545    Early patrol of Cordova, observed a W/M walking along Cordova and 12 St with a small cart. Contact was made with the individual who was walking around as he waited for his Uber ride which arrived momentarily.

0610    Patrol of Rio mainland and parks, no unusual activity to report.

0700    Began and completed the out of town house checks, all appear to be secure.

0736    I received a call from a concerned member in reference to a van/occupant that may be camping out overnight in the rear alley way. Upon my immediate arrival the van was GOA. A message was left with the member advising the outcome. Please conduct checks of the alley way during shift.

0810    Flagged down by Rio resident who had several questions in reference to PBA solicitors. Information, answers, and suggestions provided.

0820    Patrol of business district along S. Fed, Rio mainland, and parks.

0845    Patrol of Isles, bridges, Hemingway, and LYC.

0915    Final rounds.

1500    1 – Resident called about a B/M walking in the neighborhood checking door handles as he was walking through.  She stated she would call the FLPD 911 line since no officers were on duty at the time of her call.

1535    I began by patrols and re-checks of the vacation homes.

1615    All of the vacation homes checked secure      

1630    Picked up new membership sticker distribution list at FLPD from Captain Scelfo

1715    Flagged down by resident who had questions about joining the security patrol

1830    Patrolled the businesses, church and school properties and entrances to Rio Vista

1915    High visibility patrols of the neighborhood hot spots.  I made more circles than a NASCAR driver tonight.  All was quiet.

2250    Located a fisherman on SE 10 Street Isle with a valid permit, I continued roving

0715    10-8, I called in the detail and left a message with my hours. No new messages

0730    I began patrolling and checking for construction zone noise ordinance violators. None were located.

0800    Patrolled business district.

0845    All of the out-of-town homes appear secure.

0941    Received a phone call from the resident. She stated her vehicle (which is with her at work) had been burglarized on Saturday evening. No forced entry was observed, but she noticed pair of sunglasses was missing from the front seat. She did not wish to make a report at this time and stated she would call back later if she decided to make a report. She noted she had made a prior burglary report for a separate incident.

0955    Received a phone call from a Rio resident requesting that I speak with her new neighbors about parking their vehicles over the sidewalk. I stopped by, said hi, and welcomed them to the neighborhood.

1040    Final rounds. No ATVs in Rio!

1215    Stopped taxi for one way violation.  He was taking a couple from the airport to the Bahia     Mar and had no explanation for why he was up this way.  He was made to reset the meter and take them to their destination. 

1400    Added new check to vacation log.

1545    Checked Yacht Club

1720    Checked on vehicle stopped at SE 9 Ave/ SE 9 Street apparently not moving.  As I pulled up, I watched a teen boy attempting to learn to drive his fathers manual Porsche with the dad giving encouraging instructions.  I drove away as I watched the car make a very jerky start before stalling out.  More gas, son, more gas. 

2030    Call regarding suspicious small loud grey vehicle driving slowly in the area 5 minutes ago.  I checked the area, nothing found

0630    I began patrolling isles and conducted an “overnight” vacation check; all appears to be secure. I did not see any fisherman yet this morning. I think everyone is tired from NYE festivities.

0700    I continued patrolling and vacation checks on the mainland.

0730    Extra patrol/attention to SE 11 Court and Ponce due to recent break-ins.

0800    Patrolled the business district.

0900    Completed vacation checks; all appear to be secure.

0930    Final rounds in mainland and parks.

Monday, January 02, 2017 

1000    10-8 I called in detail but Voicemail still full, two vacation checks to be added to the log

1020    I began the vacation checks, two residents returned home and removed from the log

1230    All vacation checks complete

1300    Roving of Hemmingway and all streets

2200    10-8 Called in detail but voice mailbox still full.  No new text messages or voicemails

            Began roving patrol and observed a W/M on a bicycle and a backpack riding around the area. I stopped out with the male who was from Pennsylvania and lived on SW 5 Ave. He advised that he likes to do his evening ride in the Rio area. No warrants were located.

2244    I received a call from resident requesting extra patrol on her street because her husband was out of town and she felt a little nervous. I told her that I would stop through her street but I did have to patrol the whole of Rio Vista.

2300    LYC Hemmingway and parks all clear, drove through on Ponce, roving patrols

0020    Dispatched call of a suspicious vehicle (White Honda Accord) driving around the Yacht Club area.  The address of SE 17 St and Cordova was given. I circulated the area and the shift sergeant located the vehicle parked in a residential driveway. All was clear

Sunday, December 18, 2016        

1000    Began patrolling the isles and doing the property checks. I located a fisherman parked blocking the roadway on SE 10 Street and asked him to move the vehicle.

1100    While conducting a property check, I noticed a perishable Fed-Ex package sitting by the front gate. There was a note asking for it to be delivered next door. I guess Fed-Ex dropped the ball on that. I delivered the melting ice cream next door, and they stated they were expecting it yesterday.

1150    Alarm at residence. Everything appeared secured and there was no call out. The only vehicle in driveway is registered to the house.

1220    Patrol LYC/Hemingway

1230    Patrol mainland/business district.

1320    Final rounds.

Monday, December 19, 2016             

  

0650    10-8, Called in the detail and left a message. No new voicemails or text messages. I went straight to patrolling to check on early morning construction noise. None located this morning.

0730    Checked the isles, LYC, and Hemingway. No unlicensed fishermen this morning. I conducted property checks along the isles as well.

0815    Began patrolling the mainland and the remainder of property checks. 

0949    Received call from a concerned resident in reference to possible shots fired last night at around 12:03 AM. His cameras recorded the sounds and when he played it for 32 seconds, it sounded like a lot of fireworks. Several calls came in for midnight shift including the following: 16-185948 12:05 AM, 16-185946 12:09 AM.

I let him know that officers came out last night to investigate it, and no proof of a shooting was located. The call was coded out bravo due to fireworks, unknown if contact was made with any reporters. Matt noted that his vehicles were burglarized one week ago, but when FLPD responded he declined to complete the burglary report because he did not wish to go through with it. His vehicle doors were both unlocked, similar to other burglaries in the area.

1030    Final rounds.

1550    Car parked on grass and blocking lane at Virginia Young.  I explained why that was not a good parking space and the vehicle was moved.

1630    Call from resident for a traffic incident.  Apparently a moving truck was traveling down a portion of the roadway limited to 1 lane due to parking.  The moving truck refused to yield, and when she tried to drive around the truck, she struck a rock.  A report was taken. 

1840    Request for additional vacation check, I added to log.

0850    One new voicemail from Sunday: called in reference to a found wallet. I called her back, got the answering machine, and left a voicemail. I made contact with resident  in reference to the burglary vehicle (vehicle was left unlocked, wallet stolen). He advised road patrol handled the call yesterday.

0930    Resident called me back and asked that I pick up the wallet at her home. I met, retrieved the wallet, and made a trip to the station to place it into evidence.  16-178571

 

1030    Completed vacation checks.

1130    Flagged down in reference to the recent burglaries (vehicle break-ins) in the 1200 block of N Rio. She stated that she believes the culprits enter Rio Vista by taking a dingy boat to vacant/under-construction houses and exit the same way during the overnight.

1230    Patrolled LYC, isles, and mainland.

1600    10-8 one mew message from a resident about recovering a wallet.  I reviewed the log, called her back.  She advised her friend’s wallet was stolen.  She wanted to pick it up, but I advised that it was in evidence.

1710    Call from father of sone who advised his son’s wallet was stolen and he received a call from this number.    I called him back and advised the same wallet was in evidence with instructions on retrieving. 

1930    10-8 returned to the detail.  Message again related to the wallet.  I called the friend back and again advised that the phone was not found.

2040    Lots of vehicles parked around Bethany.  I patrolled the parking areas.

Tuesday, December 06, 2016        

0700    Began and completed the out of town checks, all appear to be secure.

0740    Patrolled isles, bridges, and LYC. All quiet.

0800    Patrolled business district along S. Federal Hwy in search of homeless type taking naps or consuming early morning beverages.

0830    With the upcoming Holidays I kept a vigilant eye out for package deliveries left at both members and non member residence. Package thefts are on the rise.

0900    Patrolled Rio mainland and parks.

0840    Received additional out of check that has been added to list. Resident still home, please conduct afternoon check.

0900    Remained visible through out Rio.

0930    Checked in with Harding residents.

1000    Final patrol.

1719    Alarm at a residence. Upon arrival residents were home, there was an apparent issue with the alarm. IT was determined to be a malfunction.

1800   Flagged down for directions to Las Olas Blvd, directions provided.

2000   Corridors, parks, LYC, Hemingway & neighborhood secure. 10-7

Sunday, November 20, 2016           

0930    resident who called, and he advised two loose Pit Bulls (brown and black) were jogging through Rio Vistas today, though seemingly not aggressive. Still, it is making residents nervous. I looked for them during my patrols.

           

            Began vacation checks

1045    Flagged down advising that two loose Pit Bulls chased him from the home. I made contact with the homeowner. He advised that he noticed the two Pit Bulls roaming the neighborhood yesterday and provided them with some food and water, hoping their owners would come walking through the neighborhood looking for them. He could not allow them in his own home because he has 3 small dogs of his own. According to him, the Pit Bulls ran off after drinking some water. I still have not located these two mischievous Pit Bulls.

1135    Finished vacation checks. I patrolled Hemingway and LYC. It’s a gorgeous day and everyone is out enjoying the weather. There is a birthday party at the Yacht Club with very enticing bounce houses.

1150    Patrolled mainland, parks, and businesses along S Federal Hwy.

1240    While patrolling, I ran into a couple looking for the Pit Bulls. They did not own them, but heard about the fact that they were running loose and possibly belonged to a female who recently passed away on SE 7th Street. Please BOLO for these

1300    Final patrols.

0700    Call reference a homeless male sleeping at the end of the street- he ended up calling FLFR who took care of the issue.

I updated the out of town log and removed a couple of past checks that have been expired by several days.

0730    Began vacation checks. It’s a nice, chilly morning.

0900    Patrolled LYC and Hemingway.

0950    Finished vacation checks, I continued patrolling mainland, businesses, and parks. I see lots of people out enjoying the weather.

Monday November 07, 2016

0840    I introduced myself to resident and had a long conversation with her regarding the incident that occurred with her mother at their home on 10/24 and other related topics.

0930    Began out-of-town property checks.

1015    Located a USPS package at vacation home. I moved the package inside the front gate, closer to the front door and placed another flyer inside the mailbox and out of sight

1030    Completed out-of-town property checks, all appear to be secure.

1035    Checked LYC, it was pretty quiet. It’s a cloudy day.

1045    Patrolled mainland, parks, and business district.

1130    While patrolling, I came across an older small brown dog near the 1100 block of N Rio Vista. He was friendly but would not let me get close enough to see his collar. As I followed him around, he led me back to home and ran into an open gate leading to the rear of the house. I closed the gate and then rang the front door bell. The cleaning lady, , advised that the small brown dog did belong to the home. She stated someone must have left the gate open and thanked me for finding him.

1150    Patrolled the isles and began my final rounds in the mainland.

1845    Bulk trash day is in the morning, (so exciting) and our usual pilfering pirates are plundering and pillaging as the early onset of darkness is not preventing their performance.
