The Protect Rio Vista program utilizes your subscription funds to hire off-duty Fort Lauderdale police officers to patrol in the neighborhood.  The officers are in uniform when on duty and have full authority to take official action action should a crime take place while on patrol.  The officers patrol in a marked car leased by the civic association and will be dispatched by FLPD for any 911 call recieved from the neighborhood.  Members also recieve a cell phone number by which they may contact the patrol officers directly while they are on duty.  Members also recieve the opportunity to request a vacation check of their home when they are out of town.

1300-    in service, no new messages, detail called in, starting patrol

1500-    slow day, very nice, still roving

1555-    completed checks, all appear secure

1700-    out of service, slow day

2045- Called into Hudson. No new messages. Began patrolling the corridors. Quiet nite

2145- Continued patrolling the corridors. Checked LYC and surrounding area.

2245- checked the Fed corridor. All quiet

2345- Continued high visibility patrol in Rio.

0045- Continued high visibility patrol. Little movement in and around the neighborhood

0145- secured.

Monday, November 19th 2018

0800- 10-8 called in detail

    checked emails

    Began house chekcs- 3 packages moved to rear patio; text message send to homeowner

0900    Continues house checks

1000     LYC, Hemmingway and patrolled all Isles

    Added one house for house check

1100    Continued patrols

1700    10-8, one message for vacation check; added to log

1710    Traffic stop of vehicle violating one way on SE 9 Ave.  Warning given.

1745    Responded to call of underage drinking on a boat in 1700 blk.  Checked the area, nothing found.

Tuesday November 20 2018

0530 10-8, I left a message with Carol. Replacement car not available at this time. Roving patrol conducted of all areas in my assigned vehicle

0930- 10-7

1430: Arrived at station to get loaner Rio car / equipment.

detail called into Carol. Reviewed activity log, and updated several returns / new out of town entries on the log via emails, phone calls, and text message. Began out of town checks that Gestal could not complete (for he had no computer).

1600: Out of town checks complete. Packages / papers moved to the rear of several locations. Set

alarm off via unlocked west, garage door - owner phoned and notified; secured and ran out garage door.

1645: Warned and admonished W/M youth driving golf cart Youth

was apologetic and understanding of license requirements.

1830: heavy rain. Roving patrol.

1930: Roving patrol with side alley lights on. Stopped raining.

2030: Out of service.

  1. 10-8, I left a message with Carol and reviewed the activity log.

0730- Patrol of all areas.

0830- began and completed the out of town checks, all appear to be secure. 3 residents still home, please conduct afternoon check.

0930- patrol of isles, bridges, and LYC.

0945- Final quick rounds

1000-  10-7

Thursday November 22nd, 2018

1115: In service. Detail called into Hudson line. Four missed calls, one email, no new text messages. Out of town check added. Began out of town checks.

1300: Mainland checks complete

1330: Resuming out of town checks of aisles.

1430: Out of town aisle checks complete - LYC having huge Thanksgiving dinner - dozens of cars trying to get in for the event - going to sit at entrance with cruise lights on for visibility.

1530: Roving patrol - assisted several motorists with directions. Observed a vagrant enter neighborhood - made contact with and he advised he was looking for spare bike parts in residents trash - was given directions out of Rio. Lots of cars parked everywhere enjoying thanksgiving feast.

1630: Light rain

1730: Still roving of aisles, mainland, LYC, Fed hwy, and parks.

Friday, November 23, 2018

0845-  Began out of town checks.

0930-  Flagged down  about a new out of town check I added the address to the vacation log.

1000-  I was flagged down resident who advised me that there was a vehicle stolen.  The incident occurred on 11/20. He advised me that he has video cameras at his house and he will check the cameras to see if his cameras captured the crime on video.  I gave him my business card and told him to call me if the crime was captured on video. He told me the incident was already reported to the police, but he did not have the case number.

1030-  Completed vacation checks.  Numerous houses had newspapers on the driveways.  I moved them to the backyards.

1100-  Final patrol of isles and mainland.

1500-    Checked phone…. 2 missed calls. 1st call

           went straight to voicemail. 2nd call.      

           stated number was no longer in service

           No new emails

1530-   started roving patrol

            Flagged down ref driver coming in the oneway

            Observed several stop sign violators while monitoring se 9th and 11th st

             4 verbal warnings given

1630-     Roving on isles: LYC, hemmingway

             Observer UPS van sitting unoccupied for a few minutes.

        Walked to the end of culdersac and located driver; he finished his route early and was killing time and watching the view

2030-    In service, retrieved keys.  Detail was called in and log was checked.  There was a new message, however the message was extremely difficult to understand.  I called back and requested a re call to confirm information however no call was received during shift.

2130-2300    High visibility patrols were conducted throughout the mainland and isles, along with checks of LYC.  No criminal activity observed.

2330-     Continued checks of LYC and Isles all clear.

0015-    LYC and mainland clear of any suspicious activity.  Minimal vehicle traffic and little to no foot traffic observed.

0130-    Continued high visibility patrols of HOA, as well as businesses along Fed.

0200-    All clear

0300-    Final patrols of HOA and LYC all clear

0330-    Out of service

Saturday, 24 November 2018 

0635-    in service, no new messages, detail called in, starting patrol

0810-    open door cleared house with 34B75, all appeared in order, found a key for the front door on kitchen counter, secured the doors and placed the house keys in the detail car, called owner and left a message, back on patrol

1030-    completed checks on mainland, back roving

1235-    out of service

  1.     Slow patrol on the Isles

            Found several fisherman and fisher kids on the

            SE 10th st isles

            One known subject and his wife advised they did not have permits; they were advised they could get a permit

  1.      Flagged down by an Uber driver advised that there was a house with the car door open. Located the house with rear driver door open. I observed a Gucci backpack on the front seat. Made contact with a female who advised that she knew it was open and got tied up inside, she didn’t intend to stay that long. I informed her that she needed to be careful and it only takes a second for her belongings to be taken. She wasn’t to happy that I had given her that advice.

Monday, November 26, 2018

1715    10-8, one message regarding bike theft.  One regarding the keys from Sgt. Williams.  Returned the keys to the owner who was very thankful for Sgt. Williams’ diligence.

1720    Traffic stop for one way violation.  Warning given.

1745    Met with resident regarding bike theft.  $5000 bike was taken on 11/19 from the portico. Case 18-186669.  Owner found the bike on offer up, but couldnt get in touch with anyone at the detective bureau.  Called Property Crimes Sgt. Gaffey and forwarded him the information. He was working on contacting the seller to arrange a meet and will follow up with victim.

1900    Checked on group meeting at the park to discuss/protest AIDS home going in on Fed.

1930    Call from resident who received call from neighbor of suspicious bm on a bike near 11ave/ 7 St.  Checked the area, goa

Tuesday November 27 2018

0530-  10-8, I left a message for Carol. There are no new voicemails, texts. Or emails. I reviewed the activity log.

0600-  Early patrol of the 11Ct alley way, no unusual activity to report.

0630-  Patrol of the business district along South Federal Highway.

0700-  School bus stop patrol.

0740-  Began and completed the out of town checks, all appear to be secure.

0815-  Patrol of isles, bridges, and LYC

0900- Patrol of Rio mainland and parks.

Remained visible north sector of Rio due to recent activity

0930-  Final rounds

1830: 20 emails, 3 missed calls, one text message. Emails were a long thread of various issues / responses, left voicemail for one missed call (one inoperable, third call was returned by Capt. Scelfo), and text was about construction/parking complaint on NRV. Began roving patrol with special attention to 600 block of SE 11 Ave.

1845: Traffic stop of one way violator at SE 9th Ave / 11 Ct - Elderly W/F warned and

admonished.

1930: Roving patrol of aisles, mainland, parks, LYC, and Fed Hwy with cruise and alley lights

on.

2030: Continued roving patrol - quiet and cold.

2115: Out of service.

2330- Called into Hudson line. No messages. Began nightly patrols. Very quiet and brisk night. Checked all fortified to include LYC.

0030- Continued patrolling the corridors. Absolutely nothing is moving.

0130- high visibility patrol. All clear.

0230- Continued patrolling the corridors. Very quiet.

0330- returned key to office and secured.

Wednesday, Nov 28 2018

0630-  10-8. I left a message with Carol. There are no new voicemails or texts. I reviewed the multiple emails in reference to the vehicle theft.

0700-  Corrected dates on Mondays time sheet that reflected incorrect dates. Showed Monday the 25.

Remained visible north sector of Rio.

House checks complete. All appear to be secure.

Thursday November 29th, 2018

1100: In service, reviewed activity log. There are no new text messages, emails, or phone calls.

         Began out of town checks.

11:45: Out of town checks complete, begin roving patrol.

1230: Moved dead/ran over possum from Ponce / SE 7th St from roadway to bushes.

1241: Responded for medical call of elderly female, not conscious / not

breathing. I was first on scene and began CPR / used my AED. I performed CPR until Fire Rescue arrived several minutes later - rescue was delayed by a bridge opening. Female was visiting from Norway and was transported to BHMC by FLFR; case # 18-191601.

1345: Returned to station for new AED pads, refuel HOA car (11.60 gallons), and quick wash.

1405: Back in Rio - roving patrol of aisles, mainland, parks, and LYC.

1500: Out of service

1800- Called into Hudson line. No new messages. Began patrolling the corridors. Very active with residents and aspiring athletes. Checked LYC and it was very busy.

1900- Continued high visibility patrol along the federal highway corridor. Very busy and active.

2000- Continued patrolling the Rio corridors with high visibility.  

2100- checked LYC again and the activity faded. Getting quiet.

2200- Continued high visibility patrol in and around the corridors.

2300- checked Hector and Smoker Park. All clear.

0000- maintained overhead on while driving around the roadways. Very quiet nite

0100- Continued patrolling the corridors. Very Camino.

0200- checked the corridors and LYac once more. Exceptionally quiet and how it should be.

0300- out of service

Friday, 30 November 2018

0430-    in service, called in detail, no new messages, starting patrol with red and blue cruise lights on using spotlight to better observe properties

0800-    Completed a loop of mainland and isles

0830-    Contacted by Resident a barking dog complaint. Responded and authored an Informational report.

1030-    continuing patrol

1203-     completed all checks, all appears secure

1230-    out of service

1600- In service, I picked up loaner key from Captain Scelfo’s office. I called in the detail into Carol.  I reviewed the activity log.

1615-  Assisted criminal investigations by transporting a prisoner to the station.

1630-  Patrolled the isles, bridges and yacht club.

1700- Patrolled the mainland and parks.

1730- Patrolled the businesses along S. Federal Hwy.

1800-  Monitored the one way sign at SE  9th Ave & 12 Street. No violators.  

1830- Final patrol of isles and mainland.

1900- Returned cell phone and loaner key to Captain Scelfo’s office.  Out of service.

0730-    In service, picked up keys from the station, called in detail, reviewed the log and starting patrol
