0730- Began and completed out of town checks, all appear to be secure.
0850- Responded to alarm at a residence, cancelled upon my arrival.
0910- Removed non-permit fisherman from 8th St. bridge
0930- Contact was made with S-86 type seeking shelter from last nights rain. he was provided two options leave or 10-15. He chose to gather his belongings and left without incident.
1015- Patrolled Isles and bridges.
1045- Patrolled Rio mainland, large event is being held at Hector park, assisted with truck traffic as they were bringing in bounce houses, slides, vendors, etc. I remained visible and assisted patrons with parking.
1215- Patrolled businesses along Federal Hwy. No unusual activity to report.
1300- Provided many motorists with directions to event. Nobody can seem to find Ponce.
1330- Overall quiet day, received noise complaint reference to event, which will end shortly.
1350- Final patrol all areas.

0840- Began and completed out of town checks, all appear to be secure.
0930- Patrolled Isles and LYC.
1120- Assisted patrol unit at residence reference a burglary to a vehicle. Resident stated she had left her Cartier watch in her UNLOCKED vehicle over the weekend and now it is missing. Time delay Fri-Mon.
1130- Call from resident reference to fisherman 11st/Cordova, will check as I leave.
1645 10-8, one message from Resident claiming to have been chased by a dog while running in. Called him back and advised I would speak with the owner. Also provided number for animal control. Spoke with resident who stated the dog was off the leash in the yard. She was apologetic. Advised on leash laws.
1730 Verified sign deliveries.

10:30 12:00 Completed all vacation home checks
12:00 1400 Patrolled all the streets and isles. No issues. No calls.
1645 Message from resident advising of a suspicious male who walked up to a home and then walked away. Thought it may be same subject who ran through her house a month ago. W/M/16- very blonde with blue shirt and multi colored shorts on foot. It happened approx 30 min ago. I checked the area.
1830 Assisted resident in picking up a basketball hoop that had fallen over.
1920 Call from resident of people cutting branches and letting them float down the river. Contacted residents across the river who stated they got all the branches out. They had already finished and no debris in water.
2010 Call from resident regarding multiple people fishing on his dock. Contacted group and trespass warned them from the area.
2200 Continued patrols. Checked yacht club

1545 Began patrols and checks of the vacation homes in the rain (of course)
1645 All vacation homes checked secure
1715 Patrolled the Yacht Club
1810 Dispatched in reference to a residential alarm. I arrived in less than 30 seconds to find the overhead garage door was opened. The home checked secure and the homeowner was located on a boat in the canal to the rear of the property. I closed out the call as an open door MI Card #13-112290.
1855 Received call from Lt. Scelfo in reference to a complaint of a sofa sitting on the swale. I located the sofa in front of the home which is currently for sale an apparently unoccupied at this time.
The neighbors forwarded to me the telephone number to the homeowners who advised they will remove the sofa before 10 PM. this evening. They were appreciative of the warning and apologized for the problem
1945 Fueled the patrol car.
2030 Final patrols of the area including all of the parks and took my paperwork to the station.

1525 Checks competed & apparently secure. USPS package at front door of vacation home taken to rear patio
1605 Golf cart stop 900 block of SE 8 St. 10 year old operating cart with 3 others same age
and younger, mom along for the ride. Mom was explained the child can not operate the
cart on the roadway.
1810 Traffic stop. Rio Vista resident going the wrong way on the one way in the 1100 Blk of
SE 9 Ave. Warned & admonished.

0755- Began and completed out of town checks, all appear to be secure. During checks I had to remind several residents about leash law, which all were understandable.
0906- I received call from Mr. Miller who said he has returned and to temporarily discontinue house checks until further advised.
0930- Assisted lost motorist looking for court house.
0950- Patrolled Isles and LYC.
1010- Patrolled Rio Vista mainland and business corridor along Federal Hwy.
1030- Final Patrol all areas. Overall quiet day.
1630 Took car to the garage for inspection of steering recall. All clear.

1445 Unoccupied golf-cart on apex of the 10 St bridge. Contact made with Rio resident who
was fishing. He was apologetic & moved the cart.

1553 Responded to a report of a fire at a business. No fire, they
are a bar-be-que restaurant, their smoke is how they advertise.

0925- Began and completed out of town checks, all appear to be secure.

1110- Patrolled business along Federal Hwy. No unusual activity to report. Bulk trash due this week, therefore we have several treasure hunters looking for gold.
1140- Directions provide to motorist in search of ELO.
1150- Final patrol of all areas.
1500 10-8, monitored dismissal at Bethany
1715 Resident called concerning a suspicious white van and green pickup parked at a residence. They were there for several minutes, walked around back and left. GOA on arrival. I checked the house, appeared secure. No one home. I advised resident to contact homeowner and advise if they were having work done.
1800 Observed two women arguing loudly in the street. One resident was angry with the other who allowed her trees to grow over onto her home and was trimming them. Helped them come to an understanding.
1830 Pouring rain
1930 Dispatched to residential alarm. Cancelled by alarm company.410-7

1230 Lots of truck activity and treasure hunters for bulk trash day.
1445 Neighbor from yesterday called again reference trucks. Turned out to be painting company.

1450 Door to door solicitor contacted in the 1500 block of Ponce. Door hangings for a
charity clothes donation. HE HAD A CITY PERMIT, first time I’ve seen that in
Rio Vista.
1503 Out of town checks completed and apparently secure. 11 St bridge had multiple
construction equipment park on the entire E/B span reducing bridge to 1 lane and
a dangerous condition. Contact made and equipment/vehicles moved.
1700 Chased 2 fisherwomen from Cordova & 11 St. They told me other polices told them
they could fish there, it is City property. I told them they were mistaken (likely non-
RVSP cops) that the property belongs to the residences across the street. THEN I
find out they have no fishing licenses. I told them I give warnings to everyone & I sent them on their way. They could not name the cops who let them fish there & they say they are here all the time. In all the years I’ve worked this detail I have never seen them.

1550 I began patrols and checks of vacation homes
1745 All of the vacation homes checked secure
1800 I observed a W/M Kenneth Maurice Beggs a known wanted person walking South on SE 9 Ave at 11 Ct. The subject entering the cemetery and I lost sight of him but continued to follow up on his whereabouts.
1900 Assisted by two patrol units I was able to arrest Kenneth Maurice Beggs, W/M 08/18/49. Beggs was the target of a felony economic crimes investigation that I had submitted to the State Attorney’s Office for the issuance of warrants within the last weeks.
I knew Beggs was living in the 1300 block of Cordova Road and has been observed walking through Rio Vista on several occasions recently. When checking the residence I learned he was now in a hotel room on S. Federal Hwy very close by.
After checking the area Beggs was located and arrested in the area of Federal/Davie Blvd. without incident. Beggs was charged with (5) felony charges including (2) counts of grand theft over $20,000.00, (2) counts impersonating a real estate agent and felony probation violation. He was currently out of jail on bond from Manatee County on unrelated felony charges as well. #13-115540
2000 Returned from FLPD completed paperwork.
2115 Responded to residence in reference to the resident seeking law enforcement advice on a criminal matter. I did consult with resident at length, he was grateful for the input.
2200 Checked all of the parks and patrolled the Yacht Club.
2225 I located an open gate to the construction home. The chain and lock were lying on the ground but didn’t appear to have been tampered with. Possibly the crew forgot to lock up at the end of the day? I saw no evidence of theft or other criminal activity after checking the grounds inside, the home is still in the early foundation stages.
I left a message at Builders phone in reference to what I had discovered and locked the gate upon my exit.

0815- Began and completed out of town checks. All appear to be secure.
0910- Flagged down by resident reference to an older model black BMW. The vehicle is parked in front with no tag. . I left a note on vehicle to be removed, before we have it removed.
0940- Spent some time conducting traffic and bridge checks along Cordova. NO violators,no fisherman, no debris.
1040- Made contact with resident reference above vehicle who stated the vehicle belongs to her friend who just purchased the vehicle a few days ago and is having the vehicle shipped to CA tomorrow. Stated she will contact the owner and move vehicle. Case closed.
1050- Final patrol all areas.
1100 hours 10-8
Began patrolling all the streets in the Riovista Neighborhood.
1700 Traffic stop on non resident for stop sign SE9 St/ Cordova. Warning given.
1745 Traffic stop at SE 11 Ct/ 9 Ave for stop sign. Non resident headed to birthday party. Warning given.
2030 Responded to alarm. Checked the location, all appeared secure. MI Completed. 115934

0920 Began patrols and checks of vacation homes
1015 Dispatchedin reference to a audible residential alarm. Upon arrival the alarm was still activated but soon silenced. The exterior checked secure. The alarm was coded out as an apparent malfunction. #13-116170.
This alarm activated several more times during my shift, the call out arrived and we checked the interior of the home which was found secure. The alarm was shut off by the property owner as it appears to have electronic problem.
1145 I observed a large amount of mail lying on the front porch and driveway having fell from an overstuffed mailbox, newspapers in the driveway and a UPS delivery box lying at the front door of residence during a vacation home check.
All items were carried to the back door of the residence and the homeowner was notified. Soon a neighbor arrived indicating he was contacted by the homeowner and took possession of the property for safekeeping.
1220 All vacation homes were found to be secure.
1245 Checked all of the parks
1335 Final patrols of the area (very quiet day).
1450 Fisherman on private property at Cordova & 11 St sent on way. He was licensed.
1555 As above, fisherman on private property at Cordova & 11 St. They too were sent on
way & licensed. I don’t understand the draw here, I’ve never seen anyone catch a
fish at this location.
1615 Call on detail phone regarding the above BMW. I advised caller we are
aware of the status of the vehicle and that it is being shipped out of state, should be
moved today per yesterday’s log entry. He understood and thanked us for being on it.
